Job Description
The position supports the Maintenance Team Manager, Building Surveyors, and Capital Project Officers in managing mechanical and electrical service contracts, maintenance needs, and capital projects.
Collaboration with facility managers, property professionals, and direct labor officers ensures alignment with property objectives. Responsibilities include conducting mechanical and electrical condition surveys, developing maintenance plans, and promoting sustainability and energy efficiency.
The role maintains oversight of all electrical and mechanical installations, offering recommendations and technical support. It involves organizing maintenance programs, implementing service contracts, and ensuring installations meet high standards within budget constraints.
Responsibilities
- Provide technical advice on electrical and mechanical engineering services.
- Assist with building condition surveys and make recommendations for maintenance.
- Coordinate maintenance works for properties, including outsourcing when necessary.
- Ensure compliance with statutory regulations and contractual requirements.
- Monitor the functioning of electrical and mechanical services in buildings.
- Assist with water quality management and risk assessments.
- Evaluate contractor reports and recommend actions for defects.
- Project-manage minor mechanical and electrical works contracts.
- Contribute to annual budgetary planning for maintenance services.
- Act as a technical liaison for contractors and facility managers.
- Coordinate with Building Maintenance teams for planned work.
- Prepare contractual documentation for service contracts and works.
- Monitor quality, time, and cost parameters of maintenance projects.
- Conduct pre and post-inspection site visits.
- Evaluate external contractors' health and safety information.
- Ensure compliance with health & safety regulations and CDM Regulations.
- Provide project management expertise and supervise subcontractors.
- Make recommendations for future maintenance contracts.
- Monitor delivery of accessibility modifications to Council properties.
- Provide technical support and advice on structures and installations.
- Liaise effectively with design, operational, and technical support staff.
- Assist with corporate group meetings and participate in working groups.
Essential Criteria
- A third level qualification (i.e. HNC/HND, Level 4, Degree ) in line with the Qualifications and Credit Framework
OR
- Hold full corporate membership for one or more of the following professional bodies: -
- Institute of Mechanical Engineers;
- Institute of Electrical and Electronics Engineers;
- Chartered Institution of Building Services Engineers.
Experience
- At least 3 years' experience within a property management environment to include:
- Carrying out mechanical and/or electrical condition survey work, preparing detailed specifications and schedules, tender briefs, prequalification questionnaires and evaluation methodologies;
- Setting up, prioritising and managing mechanical and electrical service programmes of work;
- Attending and Chairing site meetings;
- Risk analysis and risk management;
- Assertiveness, decisiveness and negotiation skills;
- Budgetary management and Control;
- Compliance with health and safety regulations.
