Head of Procurement (Holywood)


VANRATH are pleased to be recruiting for a housing association based in Holywood for Head of Procurement on a permanent basis. The Head of Procurement will provide specialist procurement and contractual advice to the Senior Management Team and more specifically to Development Directorate in seeking to deliver greater Value for Money.




To provide advice on contract management and cost implications of different construction methods, alternative construction contracts, choices of materials and specifications to maximise value engineering and minimise construction risk.


Duties include:


  • Provide leadership to the team and support staff ensuring personal development through the appraisal process to achieve team and personal objectives
  • Line manage employees through regular and timely 1:1’s and annual appraisals, address under performance
  • Participate as a member of the Operational Managers Team on corporate activities including discipline, grievance and complaint investigations, and recruitment panels
  • Preparation of reports for Development Committee
  • Lead all development programmes of work and projects, including all aspects of the procurement cycle
  • Identify, implement and /or amend procurement processes, policies and procedures to improve the operational efficiency and quality
  • Ensure all aspects of regulatory compliance are adhered to
  • Identify any potential procurement risks and formulate and drive solutions to address
  • Effectively manage any IT systems related to procurement
  • Work with the Director of Development to identify new procurement routes/delivery
  • Provide cost, risk and technical advice to the Development staff
  • Use professional expertise to provide advice on contracts
  • Appraisal of competitive design and build capital development projects
  • Any other duties as required


The Ideal Person:


  • Degree or equivalent third level qualification in Quantity Surveying, Purchasing or Procurement


  • Minimum five years post-qualification experience at manager level or above in a construction related discipline or multi-disciplinary firm of consultants
  • Extensive knowledge of procurement, tendering, contract administration and contract partnering, including an in depth knowledge of the NEC Suite of Contracts
  • Skilled in project and budge management and contract performance monitoring
  • Valid driving licence and access to a vehicle to fulfil the mobility aspect of the role
