About you
- CIPD Level 5 qualification
- Threeyears' experience in an L&D or OD function to include each of the following:
- Managing staff & budget
- Leading on corporate culture change projects from initial development to final implementation e.g. Employee appraisal schemes, Leadership and management development programmes and activities Competency/behavioural frameworks; Employee engagement methods; Reward and Recognition schemes;
- Leading on employee engagement methods e.g. Focus groups, Employee surveys;
- Maintaining, analysing, reporting and using statistical and performance information;
- Cross departmental working on L&D or OD projects;
- Effective verbal and written communication skills;
- Excellent organisational and planning skills;
- Proven leadership and management skills;
- Ability to influence & negotiate;
- Proven research and analytical skills
- Up-to-date knowledge of best practice OD tools and techniques;
- Ability to work effectively with staff at all levels of the organisation;
- Ability to deal with difficult and sensitive situations in a diplomatic and professional manner.
- Proficient in the use of Microsoft Office Packages.
- Access to a form of transport in order to meet the requirements of the post.
What you'll do
- Work in conjunction with the Organisational Development and Performance Manager to implement the Council's People Strategy and associated Organisational Development Plan.
- Assist the OD & Performance Manager to develop and manage a professional and comprehensive range of Learning and Development and OD services suited to the needs of the organisation in pursuit of value for money and best value within organisational policies and guidelines.
- Lead on the design and delivery of corporate culture change projects to build on employee and organisational performance across the organisation including:
- Learning & Development;
- Employee Appraisal;
- Competency/behavioural frameworks;
- Employee engagement;
- Reward and Recognition;
- Employability and Skills initiatives;
- Analyse statistical and performance information, undertake research and produce appropriate reports and recommendations for senior managers as required.
- Prepare proposals, reports and present findings and recommendations to relevant stakeholders on a wide range of issues including individual performance management, change management, organisational development, workforce development and diversity.
