Estates Development Energy Officer (Public Sector)

VANRATH are assisting our client, a large Public Sector Organisation, in their search for a Estates Development Energy Officer for 7 months initially with the possibility of extension.

Responsibilities

  • As and when required input into all aspects of the Client's Term Service Short Contracts - including, procurement, management of contractors, liaison between service users and contractors, development, implementation and maintenance of all procedures, ensuring value for money, management of the minor works list, prioritisation of works, etc.

  • Provide specialist interpretation of user requirements to formulate capital project brief and act as lead in the briefing of external professional consultants engaged on major and minor works projects for the Client.
  • Preparation of NEC4 & bespoke contract documentation. Examination and vetting of contract documentation prepared by external consultants. Provide advice to external consultants preparing contract documentation
  • Development and critical analysis of design team design options, to gain an optimum design within the constraints of conflicting user expectations, versus statutory, health and safety, and other guidance documents including. HBN, HTM, BS etc. Explanation of the constraints to the senior managers and users, to achieve acceptance and consent.
  • Assess works projects impact on core services and liaise with medical and clinical staff to minimise risk to patients and to maintain continuity of core services e.g. infection control and aspergillus.
  • Preparing budget estimates for annual works programme. Procurement of works projects through tendering procedures. Selection and appointment of contractors. Tender evaluation, recommendations and notification of outcome to contractors tendering. Interim valuations, negotiations and certification of contractors' payments and final accounts.
  • (Project manage multiple new build and refurbishment projects from inception through to completion and post project evaluation. Develop and critically analyse design options with multidisciplinary design team to determine optimum design within conflicting user and statutory constraints.
  • Supervise and monitor multidisciplinary projects in progress on site; excavations, underground services, Sub structure, super structure, external cladding, internal fit out, roof work, etc. as required.


Requirements
Degree in a relevant Electrical Engineering Services / Building related subject plus 3 years' experience working at middle management level in:

  • Leading, managing and motivating staff, allocating workload efficiently; and the project management of capital schemes;

  • Providing professional estates support for the development of business cases and the project management of capital schemes,
  • Arranging for the planning and implementation of approved works projects to achieve statutory compliance
  • Arranging works contracts and sub-contracts for projects through professional consultant design teams and monitoring progress on the implementation of such projects. Liaising closely with consultants ensuring coordination of the programme, maintenance of standards, and finalisation of projects within the terms of the contract.
  • Financial management and cost control and monitoring of expenditure to ensure accurate and up-to-date financial reporting, and identifying risks to project budget


OR

  • Hold the undernoted qualifications or an acceptable equivalent or higher qualification approved by the Department of Health and Social Services: (or equivalent) in a relevant Electrical Engineering related subject


AND

5 years' experience working at middle management level in:

  • Providing professional estates support for the development of business cases and the project management of capital schemes,

  • Arranging for the planning and implementation of approved works projects to achieve statutory compliance
  • Arranging works contracts and sub-contracts for projects through professional consultant design teams and monitoring progress on the implementation of such projects.
  • Liaising closely with consultants ensuring coordination of the programme, maintenance of standards, and finalisation of projects within the terms of the contract.
  • Financial management and cost control and monitoring of expenditure to ensure accurate and up-to-date financial reporting, and identifying risks to project budget


OR

  • Have completed or due to complete year 2 of the DHSSPSNI graduate Training Scheme
  • A member or working towards membership of one of the following:
  1. A chartered member of the Chartered Institution of Building Services Engineers (CIBSE)

  2. A chartered member of the Royal Institution of Chartered Surveyors (RICS)
  3. A chartered member of the Chartered Institute of Building (CIOB)
  4. A chartered member of the Institute of Healthcare Engineers and Estate Managers (IHEEM
  5. A chartered member of a relevant Professional Body deemed equivalent to the above by Client

  • Experience in the preparation of contract documentation specifications, design information, procurement/ tendering and contract management
  • Experience in identifying service user requirements, developing/formulating briefs, instructing and managing design teams
  • Experience in assessing contractor performance including the management of related key performance indicators
  • Experience in the preparation of estimates for small works projects


Hold a full UK Driving licence.

Remuneration
c£43,500 per annum, plus discount benefits.
