The overall purpose of the role is to support the Senior Cleaning Manager to strategically lead, manage and develop the Cleaning service. As a key member of this team, the post-holder is accountable for ensuring that service delivery is focused on fostering and driving continuous improvement.

The post-holder will work with their colleagues, Schools, External Stakeholders, Department of Education (DE), Trade Unions, and Industry Experts to ensure that current and emerging priorities are embedded in the programme of work to be delivered by the service to continually improve cleaning service provision for stakeholders, staff and its children and young people. The post-holder will advise and support the Senior Cleaning Manager in the development of the strategic direction for this service to ensure that the Cleaning Service priorities are clearly identified and communicated in line with service requirements.

In acting as an integral member of the Cleaning Services Team, the post-holder is required to fully contribute to all Cleaning Service issues related to the corporate plan, operational business plan, service development proposals, savings proposals and risk register to ensure that the Directorate operational plans support the overall strategic direction of the Authority and the achievement of its objectives in line with its vision, mission and values.

The post-holder will be the most senior specialist officer within their locality, responsible for leading on all cleaning service matters and will thereby contribute to the achievement of the company's overall corporate objectives. The post-holder will be responsible for providing advice, support and guidance to the Board, its Committees, Service Managers, School Leaders and Boards of Governors.

What you'll do

  • To provide accurate, timely and relevant advice and front line support to Services, School Leaders and Boards of Governors on all matters relating to the cleaning service.
  • To provide clear, strategic leadership to staff to ensure the Service has a highly skilled, flexible and motivated workforce.
  • To promote and develop a strong and consistent service delivery culture throughout the service.
  • To ensure that cleaning services are delivered to a high quality, provide value for money, support the delivery of Departmental policy and are consistent and integrated in approach across all areas of the company.
  • To assist the Senior Cleaning Services Manager in the achievement of Service, Directorate and Corporate objectives and to contribute to the development of the cleaning service strategies, supporting policies and the implementation of processes, procedures, and new ways of working.
  • Support the Senior Cleaning Service Manager and other Departmental leads to ensure a co-ordinated and integrated approach to area planning that is aligned with all long term strategic plans for Cleaning Service.
  • To develop and maintain effective working relationships with Heads of Service from all Directorates in the strategic planning, management and delivery of the companies corporate priorities.
  • Work collaboratively with Finance officers in the development and monitoring of financial plans and budgets to ensure that all financial targets are met, including any savings proposals.
  • To support the Senior Cleaning Service Manager in exploring efficiency opportunities in both current and future assets in the areas of energy management, waste management and biodiversity in relation to all Cleaning Service assets in partnership with QSHE
  • To develop high standards of governance including contributing to the establishment and implementation of effective accountability processes and systems to monitor, measure, control and report on the work of the service, to take account of changes in the internal and external environments, which may impact on and influence priorities and needs. This will include appropriate use of benchmarks and key performance indicators (KPI) to demonstrate the achievement of value for money and the delivery of 'Best in Class' services.
  • Prepare reports and supporting papers to inform policy and strategic direction which will support future models of operational service delivery.
  • Contribute to feasibility studies and other technical input to capital business cases which are sufficiently robust and meet Departmental requirements.
  • Project management of locality Cleaning Service projects in line with time, cost, quality and sustainability targets.
  • Work closely with the companies Centre of Procurement Expertise (CoPE) to support the delivery of Cleaning Service procurement processes from specification to contractual negotiation and appointment.
  • To represent the company on internal and external working groups and committees and to represent the Senior Cleaning Service Manager on such groups including the annual APSE review.
  • Ensure effective liaison with ICD Design and FM Maintenance colleagues in relation to new build, refurbishment and maintenance works projects where the cleaning service may be impacted.
  • Meet with and respond to enquiries and complaints from parents, school principals, Board members, MLAs, MPs and other public representatives on all issues relating to service delivery, including correspondence, AQs, FOIs etc.
  • Publicly represent and act on behalf of the company in engagement and negotiation with school principals, boards of governors, senior civil servants, MPs, MLAs, Utility providers, industry groups and leaders in private sector organisations as directed by the Senior Cleaning Service Manager.
  • To assume specialist responsibilities and become a subject matter expert on elements of Cleaning Service on an company wide basis as determined by the Senior Cleaning Service Manager.
  • To deputise and undertake additional duties for the Senior Cleaning Service Manager as required.

  • Leadership
  • To work with the Senior Cleaning Service Manager to lead and support on service delivery and to support and give guidance across the Facilities Management structure.
  • To oversee the operational management of locality Cleaning Service delivery.
  • To give direction, training, and development within the Cleaning Service on specific areas to gain a high level of compliance in processes and procedures.
  • Assist the Senior Cleaning Service Manager with design, implementation and periodic evaluation of structures within the Service to ensure that management structures and practices support a culture of effective team working, continuous improvement and innovation.
  • Apply resources effectively across the service.
  • To put in place an annual onsite auditing schedule.
  • Regularly monitor the work of the Cleaning Service against agreed key performance indicators ensuring achievement and improvement where required.
  • Attend working groups and team meetings as required.

About you
Essential:
Hold a bachelor's degree (QCF Level 6) or an equivalent or higher qualification
AND
have a minimum of two years' demonstrable experience in successfully leading and managing a large scale, multi-site cleaning or similar operational service.
OR
have a minimum of four years' demonstrable experience in successfully leading and managing a large scale, multi-site cleaning or similar operational service.

  • Demonstrable experience of engaging a wide range of stakeholders to support the delivery of an operational service to ensure a customer centric approach.
  • Demonstrable experience in the management and development of Service Level agreements.
  • Demonstrable experience in identifying training needs and contributing to the development of a training plan within a complex operational service.
  • Demonstrable experience of managing business and admin processes including budgets, procurement and staff management processes.
