Job Description

A leading Public Sector Body is searching for an Assistant Head of Projects Procurement - Building. This pivotal role involves managing Minor Capital Works Projects, procurement and management of service and maintenance contracts, and supporting the overall Estates Management service. The successful candidate will provide professional leadership within the Estates Management Team, ensuring compliance with statutory obligations and delivering high-quality, customer-focused services.

Key Responsibilities:

  • Lead designated projects on behalf of the Head of Project Procurement.
  • Maintain staffing levels and ensure service needs are met within the Estates Project Procurement service.
  • Support the delivery of the estates's corporate objectives, focusing on quality, best value, and sustainability.
  • Manage the procurement and delivery of Minor Capital Works and Service and Maintenance Contracts.
  • Ensure compliance with estates policies, statutory standards, and health service guidance.
  • Provide professional and technical input on complex issues to ensure compliance with statutory regulations.
  • Develop and implement advanced procurement methods and Health and Safety policies.
  • Manage delegated budgets and ensure financial targets are met.
  • Support the development and implementation of workforce planning and modernisation initiatives.

Essential Criteria:

Qualifications and Experience:

  1. Educational Background:

    • Degree or equivalent in:
      • Architecture
      • Building Surveying
      • Quantity Surveying
      • Building
      • Civil Engineering
      • Equivalent qualifications in Building/Architectural Services

    AND

    • 4 years post-qualification experience at a senior level*, including Project Management and/or Management of Operations and Maintenance of Building Services, Equipment, and management of staff.

    OR

    • HNC/HND or equivalent in:
      • Architecture
      • Building Surveying
      • Quantity Surveying
      • Building
      • Civil Engineering
      • Equivalent qualifications in Building/Architectural Services

    AND

    • 5 years post-qualification experience at a senior level*, including Project Management and/or Management of Operations and Maintenance of Building Services, Equipment, and management of staff.

    *Senior Level is defined as a position with responsibility and autonomy for one or more of the following: delegated budgets, management/direction of human resources, specifications, project planning, business planning.

  2. Additional Requirements:

    • Hold a current full driving licence valid for use in the UK and have access to a car on appointment. This criterion will be waived for applicants whose disability prohibits driving but who have access to a form of transport approved by the estates, which will permit them to carry out the duties of the post.
